Doumina Noonan has been the Director of the Otter Creek Child Center since the fall of 1989. She holds a master's degree in Child Development/Early Childhood Education and is a well-known educator in the field. She has been offering courses and conference presentations on child development, play theory and professional development for child care providers in Vermont, New Hampshire, Massachusetts, and Washington state since 1984. Other topics of interest to Doumina include supporting children's creative development, the work of Lillian Katz, and encouraging all people to find joy in the love of learning. As Director, Doumina oversees the entire operation of the center, and represents the center in town, county and statewide meetings and hearings and is its liaison with social service agency and school district case workers and administrators. Doumina is a strong advocate for the rights of children and families, striving to support them and meet their needs in any way she can.

Kimberly Waterman returned to Otter Creek as its Associate Director in the fall of 2000, after three years as an early childhood development specialist and infant/toddler teacher trainer at the University of Vermont's Campus Children's Center. She earned her BS degree in Elementary Education from UVM in 1992, and has done extensive graduate and postgraduate work in psychology, in early childhood curriculum and practice, in the Reggio Emilia approach to Early Childhood Education, in nonviolent crisis intervention, and in management and leadership skills. She first visited Otter Creek on a site visit in 1993, and "inspired by Doumina's expertise, commitment, and dedication," she joined the staff as an infant/toddler teacher in 1995. As Associate Director, she specializes in parent and teacher support, and curriculum support, as well her "passions": the Reggio Emilia-inspired curriculum, environments for children, social and emotional development, literacy, and lifelong learning.
