LEGISLATIVE SUPPORT On March 28, 2002, the Renewable Energy & Energy Efficiency Promotion (REEP) Act, S. 264, passed the Vermont Senate with only a single dissenting vote, 27-1. This legislation would provide incentives for the purchase of renewable energy products, allowances for group net-metering, exemption of renewable energy products from the state's sales tax, and would allow the Public Service Board to create a renewable portfolio standard as well as rules for utility green pricing programs. ski areas and VT Public Power Supply Authority (VPPSA) applied for a
grant from the VT Public Service Department to identify and develop
optimum sites for wind turbines at Vermont ski areas. Senator Jeffords
made the $500,000-fund available to Vermont from the federal energy
department fund. These wind turbine sites would assist in consumer education
activities that can frame the policy decisions for siting and permitting
of wind turbine construction as well as for research studies and field
trips from educational institutions. |
